Jo Ann Tuttle
President

As Founder and President of JAT Consulting Services, Inc., Jo Ann Tuttle has 45 years of experience in financial and corporate office management, program and construction management and has managed capital programs totaling over $20B.

As Principal-in-Charge, Ms. Tuttle provides management oversight on all JAT projects. Prior to launching JAT, Ms. Tuttle directed corporate and field office management activities at Howard Needles Tammen & Bergendoff (HNTB) Corporation, one of the world’s leading architectural and engineering firms. She possesses wide-ranging technical expertise in program and construction management, financial management, accounting, public involvement, and process administration. Ms. Tuttle works extensively with A/E firms and public agencies. She is an experienced trainer, highly skilled in providing sessions in finance, accounting, and business operations for A/E and construction firms, as well as small businesses.

Oversees JAT’s multiple services to A3, the program manager assisting in development and delivery of $6+ billion Hartsfield-Jackson Atlanta International Airport ATLNext capital plan.  A3 is a joint venture formed by WSP USA, H. J. Russell & Company, and CBRE|Heery.  JAT’s services include invoice processing and compliance, and execution of FAR Implementation Plan for negotiation of all professional services contracts for City of Atlanta Department of Aviation.

Transportation Investment Act (TIA) Program

Provides oversight on JAT’s project management support services to the GDOT TIA Program.  AECOM is the program manager for the TIA Program, which includes over 1,023 improvement projects to provide huge benefits to communities within four regions of Georgia.  JAT services include administration of all invoicing and contracts and a wide variety of administration support responsibilities.  By serving as an effective liaison between the program team and GDOT, and interacting with the regions with respect to costs and invoices, JAT is an integral part of successful intergovernmental coordination and transparency.

Capital Improvement Construction

Provides management supervision of a full spectrum of JAT construction management support services to Jacobs Project Management Company, construction manager for the Cobb County Water System Capital Improvement Program.  JAT’s responsibilities entail assistance with all aspects of technical and administrative preconstruction and construction services.

Contract Accounting & Administration
Atlanta Services Group (ASG)
City of Atlanta
Department of Watershed Management

Oversees JAT’s contract accounting and administrative support to ASG, who is under contract to City of Atlanta Department of Watershed Management for On Call Architectural and Engineering services. ASG is a joint venture formed by Jacobs Engineering Group, Inc., S.L. King & Associates, Inc., and Engineering Design Technologies, Inc.  JAT is responsible for invoice preparation for all joint venture firms and sub-consultants under ASG’s contract, as well as EBO tracking and reports. Duties include consolidating/validating time and expenses, compilation of invoices, project cost tracking, and check production/disbursement.  Provides monthly project summary reports for all payments issued to joint venture firms and sub-consultants.

Clean Water Atlanta
Small Business Development Program

As Deputy Program Manager, assisted in research, development, and implementation of a comprehensive training program to help small, minority, and female businesses compete successfully for work on Atlanta’s Wastewater System Improvement Program.  As Principal in Charge, provides program management support services and oversees JAT administrative support and firm overview assessments. Facilitates Construction Accounting & Finance and Professional Services Accounting & Finance workshops and FAR overhead development training.

International Aviation Consultants, LLC
Hartsfield-Jackson Atlanta International Airport
Development Program

Served as Principal in Charge of financial functions for the $6.4 billion capital improvement project under International Aviation Consultants, LLC.  Supervised financial management operations of consultant and contractor invoice processing, as well as audit and contracts administration, including intergovernmental agreements. Also served in this capacity for Airport Facilities, which was outside project scope. Directed development of new capital invoice processing system with fully auditable financial information to efficiently approve/audit consultant and contractor invoices.  Developed accounting policies and procedures for the limited partnership.

Privatized Services
City of Dunwoody, Georgia

Provided management oversight for the newly incorporated City of Dunwoody, primarily in finance and purchasing operations, including a lead role in start-up activities for creation of the City’s operational infrastructure.  Worked with City Council and City Manager in development of policies, procedures and operations.

City of Sandy Springs

Principal in Charge of operations and management of all finance, budget and purchasing activities for newly incorporated City of Sandy Springs as part of innovative privatization of services under CH2M Hill.  Supervision included oversight of accounting, financial auditing, purchasing, travel reimbursement, records retention, debt and cash investment management and collection processes.

PMT Consultants Joint Venture
Fulton County, GA
Transportation Improvement Program

Principal in Charge of financial functions for the PMT Consultants Joint Venture, which provided program and construction management services to Fulton County in implementation of its Transportation Improvement Program (TIP).  Supervised financial management operations of consultants and contractor invoice processing/auditing, contracts/compliance administration, and project cost allocations for $87 million TIP budget. Served on public works steering committee and managed EBO Program.

RMJ Joint Venture
Fulton County, GA
nfrastructure Program

Administrative Project Manager for RMJ Joint Venture, which provided construction management services for Fulton County’s $1 billion Infrastructure Program.  Managed financial services for the joint venture. Supervised general project administration services for over fifty engineers from three firms: H. J. Russell & Company, Moreland Altobelli Associates, Inc. and Jordan, Jones & Goulding, Inc.  Tracked funding and allocation costs, pay requests, documentation and data management, MIS, financial reports and daily administrative responsibilities.
