JAT is developing Policies and Procedures Manual for the Gwinnett County Public Schools Financial Reporting Division (GCPS). This comprehensive set of formal and appropriately communicated policies and procedures will help ensure an effective system of internal controls for GCPS. The manual will also be used as a training tool for staff. The policy format will follow GFOA recommended best practices and incorporate any relevant existing documentation as appropriate.

JAT professionals have the knowledge and skill necessary to create policies and internal controls to maximize training and efficiency.

JAT’s tasks for development and delivery of a Policies and Procedures Manual include:

  • Review of existing GCPS policies and procedures

  • Onsite observation and staff interviews

  • Review of current financial reporting documents

  • Detailing of the "what,'' "who," "why," and "how" of financial reporting process, including financial and grant reporting, capital projects/SPLOST/debt, and treasury management

  • Documentation of procedures and work instructions that support the policies and efficient internal controls
