Jo Ann Tuttle
Founder
As Founder and President of JAT Consulting Services, Inc., Jo Ann Tuttle has over 45 years of experience in financial, program/ construction, and office management. A recognized expert, she has directed support services for capital programs totaling over $37 billion in transportation agencies and city/county government entities.
Laura Cook
Vice President, Operations
Laura Cook has over 25 years of financial, program, and administrative management experience working within municipal/county governments and with architectural and engineering firms. Ms. Cook has extensive expertise in program and construction management internal controls, project accounting, and contract compliance.
Jeffrey Petersen, CPA
Vice President, Accounting Services
Mr. Petersen came to JAT from a 30-year career with Cobb County in Metro Atlanta that included financial management and accounting operations. Highly skilled in the application of GAAP, GAAS, and GAGAS, he has managed multi-million dollar budgets and served as a liaison with numerous consultants, auditors, and agencies.
Rachel Bembry, CPA
Vice President, Government Services
Rachel Bembry’s extensive career has been devoted to local government services. She has wide-ranging financial management experience, including serving as a city financial director and an interim financial director. Highly proficient in the application of FAR, GAAP, GAAS, and GAGAS, she has assisted numerous government entities in smoother audits, increased efficiency, and optimal financial performance.
