Founder and President
Founder and President of JAT Consulting Services, Inc., Jo Ann Tuttle has 45 years of experience in financial, corporate office, program, and construction management. She has managed capital programs totaling over $25 billion.
As Principal-in-Charge, Ms. Tuttle provides management oversight on JAT projects. Prior to launching JAT, Ms. Tuttle directed corporate and field office management activities at Howard Needles Tammen & Bergendoff (HNTB) Corporation. She works extensively with A/E firms and public agencies, providing wide-ranging support services. Ms. Tuttle is an experienced trainer, highly skilled in providing sessions in finance, accounting, and business operations.

ATLNext Capital Plan
Oversees JAT’s multiple services to A3, the program manager assisting in development and delivery of 11+ billion Hartsfield-Jackson Atlanta International Airport ATLNext Capital Plan. A3 is a joint venture formed by WSP USA, H. J. Russell & Company, and CBRE|Heery. JAT’s services include invoice processing and compliance and, execution of FAR Implementation Plan for negotiation of all professional services contracts for City of Atlanta Department of Aviation.

Georgia Department of Transportation (GDOT)
Transportation Investment Act (TIA) Program
Provides oversight on JAT’s project management support services to the GDOT TIA Program. AECOM is the program manager for the TIA Program, which includes over 832 improvement projects to provide huge benefits to communities within three regions of Georgia. JAT services include administration of all invoicing and contracts and a wide variety of administration support responsibilities. By serving as an effective liaison between the program team and GDOT, and interacting with the regions with respect to costs and invoices, JAT is an integral part of successful intergovernmental coordination and transparency.

Office of Innovative Program Delivery
GDOT
Oversees JAT’s support services to HNTB under their GDOT Office of Innovative Program Delivery (OID) Program Management Consultant contract. HNTB is serving as a management extension of the OID, assisting in delivery of its mission and implementation of projects under OID charge. JAT is providing invoice compliance management, including internal controls, contract compliance, and processing of all appropriate, funded invoices within an efficient time frame.

GDOT
Provides oversight on JAT’s support services to Jacobs Engineering Group in development and implementation of a Disadvantaged Business Enterprise (DBE) Mentoring Plan and Program. The program goals are to help DBEs gain GDOT pre-qualifications, expand and diversify their service lines, facilitate partnerships, and meet GDOT’s DBE commitment. JAT assisted in preparation of DBE Mentoring Plan and program implementation. JAT is responsible for DBE firm assessment and plan development, training and workshops, metrics, and reporting.
